Liberty supervisors hold reorg, regular meeting / By Martha Knight



LIBERTY VILLA—Liberty Township supervisors handled the reorganization part of their meeting in jig time, Monday night, partly because they changed scarcely anything.

Gary Turner continues as chairman, Bruce Klein as vice-chairman. Supervisors have been waiving their per-meeting compensation so as to use those funds to provide the recycling dumpster service at the Township complex.

Lucinda Speeth was re-appointed secretary-treasurer, at $12.99 an hour. Her bond continues at $200,000.

Shop foreman Cody Wright will receive $23 an hour, full-time road worker Al Vallone $18.53 an hour. Two part-time laborers will be paid $11 an hour.

Sandra Kinney will continue as per capita tax collector. She is also the elected real estate tax collector. Berkheimer Associates will be EIT tax collector.

Roger Bickleman will continue as sanitation officer, with Todd Fantasky to act when he is unavailable.

Clifford Fredericks will continue to chair the vacancy board.

Supervisors Turner, Klein and Fred Ernst III agreed not to appoint local auditors, inasmuch as no supervisors work for the township in other roles, for compensation.

The First National Bank of Port Allegany and Northwest Savings Bank will continue to be depositories.

Township meetings will continue to be held monthly at 6 p.m. second Tuesdays. Any changes will be advertised.

Klein was chosen delegate to the Pennsylvania State Association of Township Supervisors convention. It was agreed that the township will continue its membership in PSATS, for $540 in annual dues.

Dawn Fink will continue as solicitor at a retainer of $500.

Speeth was authorized to pay certain bills between township meetings in order to take advantage of discounts and avoid penalties.

Other resolutions were continued in force.

In the regular meeting Kinney notified supervisors that a new regulation requires that tax collectors have deputies, appointed by each taxing authority. She said she has chosen Mary Lashway, Port Allegany tax collector, as her deputy, and has agreed to serve as Lashway’s deputy if appointed. The supervisors appointed Lashway.

Supervisors granted a stormwater management waiver for the communications tower to be erected on Richard and Cyndee Smith’s property near Wrights.

Turner reported that the archeological study of the construction area has been concluded, with no human remains found. This means designs can be finalized for the sewer and water line extension project.

The regular monthly meeting was held earlier than the usual second Tuesday date, so it could be combined with the reorganization meeting.
