Boro council begins quest for next manager / By Martha Knight



Port Allegany Borough Council members who attended a special meeting last Wednesday night worked on several personnel matters.

In the first, they drew on past experience seeking a borough manager, used in January of 2013 after Richard Kallenborn had told them that he intended to retire by March. As it turned out, Kallenborn changed his mind about retiring then, and applicants were notified that the job was not available after all.

Earlier this month Kallenborn stated that he would retire at the end of this year, and indicated that his decision is final.

Council members decided to use an altered version of the advertisement that ran nearly two years ago. It will run in at least one area daily and other news media in the state. The opening also will be announced through organizations related to local government in Pennsylvania.

Applications are to be submitted to the Personnel Committee by November 10 so that interviews can be scheduled as soon as possible

Council also authorized advertising two vacancies on the public works crew. Kallenborn said he wants to begin interviewing applicants as soon as possible, so applications should be in by the end of October.

It was noted that the Personnel Committee and negotiators for the non-uniformed employees recently reached an agreement on terms of a new contract, which awaits ratification by the borough council and by the membership of the bargaining unit.

Hiring of the new crew members will take place after the new labor agreement is in place, council members and Kallenborn said. There are eight members of the labor group.

Also, the two full-time patrolmen of the Port Allegany Police Department have notified the borough council of their wish to begin negotiations for a new contract. They are Adam Dickerson and Tony Tanner.

Council member Dave Fair asked Streets and Sidewalks Committee chairman Eric Button to meet soon to consider drafting an ordinance concerning parking vehicles on the cartway. He provided a photograph of a recreation vehicle trailer and a boat on a trailer, both parked on Catlin Avenue where they occupy most of the width of one lane.
