THE NATIONAL WEATHER SERVICE IN STATE COLLEGE HAS ISSUED A WIND CHILL WARNING...WHICH IS IN EFFECT FROM 11 PM THIS EVENING TO
NOON EST TUESDAY. A WIND CHILL ADVISORY HAS ALSO BEEN ISSUED.  THIS WIND CHILL ADVISORY IS IN EFFECT FROM 5 PM THIS AFTERNOON TO
11 PM EST THIS EVENING. THE WIND CHILL WATCH IS NO LONGER IN EFFECT.

* LOCATIONS...NORTHWEST MOUNTAINS AND LAUREL HIGHLANDS.

* HAZARD TYPES...SNOW AND BLOWING SNOW THIS MORNING...THEN DANGEROUSLY LOW WIND CHILLS.

* SNOW ACCUMULATIONS 1 TO 3 INCHES.

* TIMING...SNOW WILL DEVELOP ALONG AN ARCTIC FRONTAL BOUNDARY EARLY THIS MORNING...AND A FEW BRIEF HEAVY SNOW SQUALLS ARE
  POSSIBLE DURING THE PRIMARY COMMUTE HOURS TO WORK AND SCHOOL.  WIND CHILLS WILL DROP TO 15 BELOW ZERO BY EARLY THIS
  EVENING...THEN BOTTOM OUT AT 25 TO 30 BELOW ZERO LATE TONIGHT THROUGH TUESDAY MORNING.

* WIND CHILLS...15 TO 30 DEGREES BELOW ZERO.

* IMPACTS...SNOW AND BLOWING SNOW WILL COMBINE WITH FALLING TEMPERATURES TO PRODUCE SNOW AND ICE COVERED ROADS...AND TIMES
  OF POOR VISIBILITY. LOW WIND CHILLS TONIGHT INTO TUESDAY WILL CREATE THE POTENTIAL FOR HYPOTHERMIA AND FROST BITE TO
  UNPROTECTED SKIN IN JUST A SHORT PERIOD OF TIME.
