WINTER STORM WARNING REMAINS IN EFFECT FROM 8 AM THIS MORNING TO 8 AM EDT THURSDAY...
...WIND CHILL ADVISORY IN EFFECT FROM MIDNIGHT TONIGHT TO NOON EDT THURSDAY...

THE NATIONAL WEATHER SERVICE IN STATE COLLEGE HAS ISSUED A WIND CHILL ADVISORY...WHICH IS IN EFFECT FROM MIDNIGHT TONIGHT TO NOON
EDT THURSDAY.

* TIMING...RAIN WILL MIX WITH AND TURN TO ALL SNOW BY EARLY AFTERNOON...AND CONTINUE HEAVY AT TIMES INTO WEDNESDAY NIGHT.
  SNOW WILL END BY THURSDAY MORNING. NORTH WINDS WILL BECOME STRONG AND GUSTY LATER TODAY AND CONTINUE INTO THURSDAY
  MORNING.

* SNOW ACCUMULATIONS...5 TO 10 INCHES.

* IMPACTS...DANGEROUS TRAVEL CONDITIONS DUE TO SNOW COVERED ROADS AND REDUCED VISIBILITY IN SNOW AND BLOWING SNOW. ROADS AND
  SIDEWALKS MAY FREEZE UP QUICKLY. DANGEROUSLY LOW WIND CHILLS WILL OCCUR TONIGHT AND THURSDAY MORNING.

* WINDS...NORTH 15 TO 25 MPH WITH GUSTS UP TO 35 MPH.

* TEMPERATURES...ABOVE FREEZING EARLY TODAY BUT FALLING BELOW ZERO EARLY TODAY AND THROUGH THE 20S AND TEENS BY EVENING. LOWS WILL
  BE AROUND ZERO THURSDAY MORNING.

* WIND CHILLS...AS LOW AS 20 BELOW TONIGHT AND THURSDAY MORNING.
